The FDRE Framework: Powering India's Grid on Demand

As India's renewable energy capacity grew rapidly, grid stability became a pressing concern — solar stops generating at night and wind cannot be dispatched on demand. To bridge this gap, the Ministry of Power notified FDRE guidelines in June 2023, requiring developers to integrate solar, wind, and battery storage into a single project capable of delivering firm, scheduled power aligned precisely to Discom demand profiles. Of all the developers who successfully bid under this tender, Juniper Green Energy is the FIRST to begin commissioning and supply power.

From Diamond to Sun: How Goldi Solar Reignited Navsari's Sparkle
 

The downturn became more pronounced following the global financial crisis of 2008. The recession, whose effects stretched well into the following decade, severely impacted the diamond industry worldwide. Geopolitical tensions, fluctuating international demand, and adverse tariff regimes further strained an already fragile ecosystem. As a result, diamond workshops in Navsari began shutting down, traders faced prolonged periods of inactivity, and thousands of gem artists lost their primary source of income. The once-thriving diamond city saw its identity shift decisively to Surat.
 

With limited employment opportunities remaining in Navsari, many gem artists were compelled to commute daily to Surat in search of work. These journeys often consumed more than three hours a day, draining both time and energy. Despite their specialized skills, these workers remained part of the unorganized sector, with little job security, irregular income, and minimal access to social benefits. Over time, this arrangement proved unsustainable, pushing many families into financial uncertainty.
 

The situation deteriorated further in 2020 when the Covid-19 pandemic brought economic activity to a grinding halt. The nationwide lockdown disrupted industries across the country, leaving traditional gem artists without work or income. With no safety net to fall back on, despair and uncertainty loomed large over the community. Many families struggled to meet basic expenses, and the future appeared increasingly bleak.
 

Amid this crisis, a transformative opportunity emerged. Surat-based industrialist Capt. Ishver Dholakiya, Founder and Managing Director of Goldi Solar initiated a solar panel manufacturing facility in Navsari at the long-defunct Mafatlal Mill compound, which had remained closed and unused for several years. This initiative not only revitalized idle industrial land but also aligned with India’s growing focus on renewable energy and sustainable development.
 

Recognizing the potential of the local workforce, over 1,000 former gem artists were enrolled in professional training programs for solar panel manufacturing at the Industrial Training Institute (ITI) in Kharel, free of cost. The ITI, operating under the Directorate General of Training of the Ministry of Skill Development and Entrepreneurship, Government of India, provides practical, industry-oriented training in both engineering and non-engineering trades. Upon completion of the program, these trained workers were absorbed by Goldi Solar at its Vejalpore plant in Navsari, earning a stable monthly income of Rs. 20,000.
 

This transition marked a significant shift in the lives of these workers. From being part of the unorganized sector, they moved into structured employment with benefits such as statutory leaves, compensation, safe working conditions, and access to nutritious meals at the factory canteen. Most importantly, they gained the dignity of stable employment close to home, eliminating the need for long and exhausting daily commutes.
 

Conversations with these workers reflect a powerful story of hope and renewal. They jubilantly talk about improved financial stability, the ability to support their families, and the relief of repaying long-standing debts. They can’t thank Capt. Ishver Dholakiya and the entire Goldi Solar Group enough for the metamorphosis that was actuated in their lives. Beyond direct employment, the establishment of the solar plant also generated indirect livelihood opportunities, including catering, logistics, and essential supplies, benefiting the broader local economy.
 

Today, the optimism visible on the faces of these workers underscores a larger transformation. The sun that now shines over Navsari symbolizes resilience, sustainability, and shared prosperity. By merging renewable energy with inclusive employment, Navsari has found a new path forward, one that brings both environmental responsibility and social upliftment. It would not be an exaggeration to say that Navsari hasn’t settled for less and that Goldi Solar under the aegis of Capt. Ishver Dholakiya facilitated the transition from Diamond to Sun with the Sparkle Brightened Manifold.

I am confident that National Drive 2.0 will significantly accelerate PNG and CNG adoption nationwide and strengthen India’s clean energy ecosystem.”

Aligning with PNGRB’s Unified Tariff revision, THINK Gas has also announced significant reduction in prices across its operating Geographical Areas which will benefit the end consumer. Under the revised framework, domestic PNG prices have been reduced by up to Rs. 5/SCM (standard cubic meter), while CNG prices have been reduced up to Rs. 2.50/KG in select Geographical Areas. Additionally, THINK Gas has reduced Domestic PNG prices by up to Rs. 4/SCM in Andhra Pradesh and Tamil Nadu, and by up to Rs. 2.77/SCM in Rajasthan, even though these states are not yet connected to the National Gas Grid and are not benefiting from the tariff reforms at present.
 

The multitude of customer centric reforms and initiatives of the PNGRB are expected to result in a significant increase in the adoption of DPNG and CNG in the country.

By 2025, GREW Solar scaled its operational capacity to 3.0 GW delivering high-efficiency M10 TOPCon modules of up to 590 Wp. Roshni Renewable LLP announces Punjab’s first giga-scale solar module manufacturing plant by leaders from Valco Industries Ltd. and Solidus Techno Power Pvt. Ltd.

With an initial production capacity of 1.8 GW, the project represents a major step forward in boosting both Punjab’s industrial ecosystem and India’s renewable energy sector. Minister Matola visited the recently commissioned Battery Energy Storage System (BESS) at BSES Rajdhani Power Limited (BRPL)’s Kilokari sub-station in Delhi on July 15, which is South Asia’s largest and India’s first standalone utility-scale BESS, supported by the Global Energy Alliance for People and Planet (GEAPP) and its partners IndiGrid and AmpereHour Energy. The project has completed over 100 charge-discharge cycles in just three months, delivering measurable financial savings of over Rs. 25 million (USD 290,000) in power procurement costs and offering a scalable model for urban energy resilience.
 

The visit is part of a larger initiative to enable cross-border learning and deepen global South-South cooperation in the clean energy sector. With Malawi targeting a just and inclusive energy transition - over 70% of its current installed capacity already comes from renewable sources - the Malawi government is seeking to adopt India’s experience with battery storage deployment, digital grid solutions, and policy design for its urban energy reforms and successful completion of its 20 MW BESS under construction at Kenengo Substation in Lilongwe with funding from GEAPP.
 

Applauding India’s leadership in energy transition, Honourable Ibrahim Matola, Energy Minister, Government of Malawi said, “India’s journey toward decarbonisation and innovation in clean energy systems provides a useful case study for our country’s vision 2063, with increased integration of renewable energy being a key component of the vision to drive sustainable development and economic growth. We hope to learn from and adopt these innovations to Malawi’s energy landscape, as we deliver on our National Compact to provide access to an additional 2.7 million households in line with Mission 300, which aims to electrify 300 million people in Africa by 2030. In addition to the BESS site visit, the Minister and delegation also engaged with GEAPP officials and its partners, the ABB Group & RIC Energy, to understand solutions for digitalizing grid assets and adopting AI-driven tools for network planning. The Digitalization of Utilities for Energy Transition (DUET) program by GEAPP in India aims to co-create, co-design, and deploy tailored systems to support Indian distribution companies (DISCOMs). The initiative aims to integrate AI and IoT-based solutions, enabling predictive load management, reducing AT&C losses, accelerating renewable energy integration, and enhancing grid stability to reduce the carbon footprint of power operations.
 

Commenting on the visit, Saurabh Kumar, Vice President - India, GEAPP, stated, “Achieving 50% clean power installed capacity five years ahead of schedule is a milestone that underscores India’s bold climate leadership, policy foresight, and the power of partnerships. RenewSys Encapsulant Manufacturing line in Bengaluru

This capacity expansion is aimed at addressing the rapidly increasing demand for high-performance encapsulants in the Indian and global solar markets, with seven encapsulant lines already operational and four more being commissioned during 2025.

DUET (Digitalization of Utilities for Energy Transition) is a program focused on the digitalization of grid systems through the development of a technology suite in which all grid assets are digitally captured (including geo-coordinates, specifications, etc.) and integrated with live smart sensors for real-time data. The system will conduct load flow analysis and real-time tracking of voltage, current, and phase data to reduce transmission and distribution losses. It will also assist in BESS deployment and DRE integration into the grid.

ENTICE 2.0 (Energy Transitions Innovation Challenge), powered by GEAPP, is a platform designed to identify, nurture, and scale innovative solutions that have the potential to accelerate India’s startup ecosystem and help achieve its sustainability goals. First launched in 2023, ENTICE aims to help scale innovations for the energy transition by facilitating access to funding, market linkages and mentorship. ENTICE 2.0 will kickstart in January 2025, and  will go beyond the scope of ENTICE 1.0 by focusing on supporting and scaling investable opportunities.

GEAPP’s involvement in the Multi-Donor Trust Fund, DUET and ENTICE 2.0 underscore its commitment to driving innovation and addressing the challenges of reliable, clean energy access and climate change in India.

Developed countries have limited scope for change as they have already followed a carbon-intensive path. In contrast, South Asian developing countries have the opportunity to adopt a more sustainable approach.

Ms. Rinzi Pem, Assistant Director, Social Window, SAARC Development Fund, emphasized on developing the collaborative opportunities within the SAARC countries for leveraging bamboo to achieve net-zero targets.

The conference was part of the project "Promoting Integrated Bamboo-Based Enterprise Development among SAARC Countries," supported by the SAARC Development Fund since 2017. The project, implemented across Afghanistan, Bangladesh, Bhutan, India, and Nepal, engages partners such as Women’s Economic Empowerment Rural Development Program (Afghanistan), BRIF (Bangladesh), Tarayana (Bhutan), FMC (India), and ABARI (Nepal). During the event, project partners from Bhutan, Nepal, and Bangladesh presented case studies showcasing challenges, achievements, and innovations, offering valuable insights for advancing bamboo enterprise development.

Three engaging panel discussions were the highlight of the conference. The first discussion, moderated by senior journalist Naghma Sahar, focused on industry integration of bamboo. Experts such as Dr. Prabhat Kumar (Mission Director, National Bamboo Mission), Dr. Ajay Thakur (Scientist, FRI), Neju George (CEO, Industries), and Anuj Srivastava (Lead-Strategic Partnership, HCL Foundation) shared valuable perspectives on leveraging grassroots involvement and robust policies.

The conference served as a collaborative platform for CSR leaders, researchers, buyers, and artisans, aiming to create a regional strategy for achieving net zero goals through bamboo-based innovations. It underscored the urgency of cross-sectoral partnerships to unlock the full potential of bamboo for sustainable development in the SAARC region.

Mr. Jaspal Singh - CTO, Solidus Techno Power Pvt. Ltd.

Mr. Singh joins Solidus with an impressive background, having led major solar projects at NTPC, including the Project Management and execution of a 56 MW/80 MWp solar plant in Surat, spearheading India’s first floating solar PV projects by NTPC and feasibility studies,due diligence & engineering for international solar PV projects. His expertise spans ground-mounted and rooftop solar PV systems, hybrid solar solutions, and innovative energy storage technologies.

Holding an MBA in Operations from S.P. Jain Institute of Management and Research, Mumbai, and a B.Tech in Electronics & Instrumentation from Thapar Institute of Engineering & Technology, Patiala, Mr. Singh brings a strategic mindset to Solidus. His achievements include the development of robotic dry cleaning systems for solar panels, contributing to India’s first solar-wind hybrid solutions, and publishing research papers on energy storage and microgrids.
