JKMR Foundation Launches 'Telangana Study Circle' to Enhance the Representation of Telugus in Civil Services!

TSC will try & correct the dismal representation of Telugus in Civil Services and other central jobs

As you are aware of the fact that before starting Hyderabad Study Circle in 1976, the representation of the erstwhile Andhra Pradesh in all India Services such as IAS, IPS and IFS was very low. Our representation should have been 10% of total selection, for our population is about 10% of the Indian population. To remedy the situation, concerned citizens had started Hyderabad Study Circle in 1976, and its Founder Secretary was Capt. Lingala Pandu Ranga Reddy. This institution has produced many IAS, IPS officers. Taking a cue from it, plethora of coaching center have sprung up. All these study circles have contributed to improve our representation, yet it has not reached 10% of the total selection. However, comparatively speaking Telangana representation is low to that of Seemandhra.


In a bid to remedy the situation the Justice Konda Madhava Reddy Foundation addressed itself to launch a non-Profit making coaching center to the aspiring candidates of Seemandhra in general and Telangana in particular. The proposed circle name is TELANGANA STUDY CIRCLE (TSC). This study circle not only organizes programs to the Union Public Service Commission (IAS,IPS etc.) but also to the Telangana Public Service examinations such as Group I & Group I I. This study circle will also organize classes to the aspiring candidates to become commissioned officers in the Army, Navy, Air force and Coastguard. It is a little known fact that more than 6 thousand officers are commissioned every year in to the Indian Armed Forces. However, Telugu people representation is abysmal.


Speaking about Telangana Study Circle, Mr Konda Vishweshwar Reddy, M.P. (Lok Sabha) and Secretary & Founder Trustee, JKMR Foundation, said JKMRF is launching this Study Circle to correct the dismal representation Telugus have in Civil Services and other central jobs. Though Telugus are 10% of the population of the country, our representation in these services is very low and Telangana which has 4.5% population has less than 1% representation in Civil and central Government services. JKMR Foundation, a not for profit organisation, will do its bit to contribute significant numbers of efficient officers for the Central Services. Besides, it will equip aspirants for Group 1 & 2 positions  of the to be set up Telangana Sate Public Services Commissions. The courses will be open for students from Andhra & Telangana and will begin in 4 weeks time. The cost will be affordable and will be within the reach of even aspirants from lower middle class. The classes will be conducted for students of both English and Telugu medium and if there are enough candidates even for Urdu medium students. The classes will be hosted at Citadel Research & Solutions Ltd., 35, Avenue 1, Sai Enclave, Road No. 12, Banjara Hills, Hyderabad.


Capt. Lingala Pandu Ranga Reddy, said, in addition to this the ministry of Home affairs recruits about 3000 officers every year into the Paramilitary force such as CRPF, BSF, ITBP, etc. Here also our representation is not encouraging. Every year the UNO, World Bank and other international agencies recruits’ personnel, however, most of our students are not even aware of them let alone writing the examination.


The Director of Telangana Study Circle is Capt. Lingala Pandu Ranga Reddy, the founder secretary of Hyderabad Study Circle and President of Soldier-Scholar’s study circle. He has had vast experience in guiding candidates to IAS, IPS and APPS Group I services. Many of his students are senior IAS and IPS officers not only in AP, Telangana but also in other states. He is a doyen of history. Recently he had been elected to the Fellowship of Royal Asiatic Society Great Britain and Ireland (FRAS), and Member of Royal Historical Society (F.R.Hist.S) London.


The Telangana study circle is a non-profit making institution. As Telangana is a backward region the fees structure will be within the reach of people. The management will give concession to meritorious and indigent students.

The aims and objectives of the Trust are:

•  To protect environment, communal harmony, national integration, upliftment of  underprivileged women and handicapped persons and other related activities,


•  To undertake healthcare programmes for all including the aged, physically challenged persons, children and women.


•  To organize memorial lecturers on current issues and also to edify those who are interested.


• To encourage youth activities and develop sports, particularly hockey as India’s national game.


The JKMR Foundation has conducted several Health Camps, at various villages in Hyderabad and Ranga Reddy Districts, Hockey Tournaments and Memorial Lectures.
